●Origin
Sagely King Kaizhang is a typical regional guardian god. According to legend, he was Chen Yuan-kuang, a Royal Scholar in the Tang Dynasty. He had talent when he was small. Other than knowing the Chinese Classics very well, he was also skillful in the martial arts and strategy. In 676 (Fengyi 1st Year of Emperor Kaochung), he followed his father to guard southern Fujian. In 686 (Tsuikung 2nd Year), he proposed to the emperor to establish Changchou to take control over Lingnan. After 20 years of administration, he built a paradise for the people thousands of miles around the district. At that time, the district was prosperous, with many inhabitants. Both the officers and people lived in the town harmoniously, earning high acclaim. As he accomplished a significant amount in developing Changchou, people worshipped him by building temples. They even proposed to the court to honor him as "Sagely King of Weihuei." The immigrants from Changchou built all the temples of Sagely King Kaizhang. Most of them are located at Yilan. Among the rituals of Sagely King Kaizhang every year, those held in Yilan are the liveliest.

●Activities
Located by the Seafront Highway at Chuangwei Township, Jungcheng Temple has the longest history. In 1745 (the 9th Year of Emperor Chienlong of Ching Dynasty), the ancestors Chen Cheng-ming, Chen Fu-lao, etc migrated to Taiwan and began to develop the place. They took the golden body of the Sagely King Kaizhang and worshipped him in Taiwan as the guardian god of the neighborhood. In addition, they also begged the god to bring peace and prosperity to the place by guarding over the area. Therefore, the temple was called Jungcheng (Forever Guarding) Temple. Now, there are some 30 branches of the temple. All of them have many worshippers that burn incense there from time to time.
